The president has a long record of embellishing stories in an attempt to establish a personal connection with his audiences.
It's just comical at this point. As many have noted, when Dementia Joe says "not a joke" that means he's lying.
Extra - Another obvious lie in the same speech. My word as a Biden!

Was it the falsely embellished lie about Foxcomm promising to invest $10 billion to build a giant Wisconsin complex, and creating 13,000 good jobs?
No, that was the too-good-to-be-true lie touted by Donald Trump at a Wisconsin photo op, during one of his hundreds of go nowhere Infrastructure Weeks.
Joe Biden invoked that lie today to mock Trump. Even Fox News was talking about that lie on its airwaves today, criticizing Trump while praising Biden for getting it done.
President Biden to Wisconsin:
"He came here with your Senator Ron Johnson, literally holding a golden shovel, promising to build the eighth wonder of the world. Are you kidding me? Look what happened. They dug a hole with those golden shovels, and then they fell into it. Look, they did shovel some dirt. One hundred homes were bulldozed. They wasted hundreds of millions of dollars of your state and local tax dollars to promise a project that never happened. Foxconn turned out to be just that, a con. Go figure."
Today's new CNN Quinnipiac poll of Wisconsin voters (Biden 50%, Trump 44%) was conducted before Biden delivered a Microsoft deal for Wisconsin in the identical location where the deal making genius Trump flopped.
