That was a large amount of buildup for something that is routinely done in crime labs. Shooting bullets into water is how crime labs "recover" bullets for comparison. It also was a hollow point bullet that expanded nicely. A full metal jacket (ball) round would have gone through one or two more balloons.
It's also funny they spent money on a totally unnecessary blast shield, but could not provide earplugs for the bystanders.
