Does Harris have a single achievement?

Let's see: Harris failed at the border, failed to do anything for voting rights, and now we have an update on this assignment: "Kamala Harris failed to connect one person with high-speed internet with $42.5 billion from infrastructure bill."
During his 2021 State of the Union address, President Joe Biden tapped Vice President Harris to lead the effort “because I know it will get done.”
There was - and is - no basis for this confidence.

There has been a lot of internet access being improved in northern Indiana last summer and the summer before. Companies have been coming in and putting fiber optic all over small towns. I know they did the small towns of Argos two summers ago and Culver last summer. It looked like the place had been attacked by giant gophers or something holes everywhere for a month or so, and then free hookup and you had your choice of 256 Mb/s, 512 Mb/s, or 1 Gb/s. I signed up for it and it has worked quite well. There have been a couple of outages, mainly last summer when they were still getting the kinks out, but it has been reliable for me. I don't think it has been 48 hours total since I signed up last summer.

So someone or something is encouraging these small companies to come thru and go to all the hassle of running underground lines all over town and then running the lines to individual homes. And the rates are quite reasonable.

So I don't know if this has been part of what the Feds have been paying for, but there have been a lot of changes for the better as for internet access goes in small town Indiana.
