I have a soft spot for the Economist because 1.) British and 2.) somewhat conservative. I'll agree they could have put some more blame on Ray "What buses?" Nagin and Kathy "24 hours" Blanco, but usually the Economist presents a more disinterested view than the American media.

That article assigns specific blame and criticisms to Bush over Blanco/Nagin by about 9:2. Sounds about right.
