Isn’t Universal Orlando part of the free market, and isn’t each of these part time workers an individual agent who can contract, or not, at his or her choosing? Will not Universal pay a penalty in the marketplace if its workplace is uncompetitive - or if they do not pay that penalty, doesn’t that mean they’re wise to cut unnecessary costs? Why does Hit & Run hate capitalism?
Universal had a low-premium policy for their mostly younger and healthier employees. Obamacare said it wasn't enough so Universal said "never mind." Win-win for everybody.
