The Constitution states that the president "shall nominate, and by and with the advice and consent of the Senate, shall appoint" judges. Their roles are not co-equal: One selects; the other votes up or down. But one would never know it listening to Senate Democrats, whose calls for consultation are really demands for an equal share in the president's power.Let’s have some real, round-the-clock talkfest, filibusters. As a minimum, it would force John Kerry (and the other Democratic Senators) to show up for a vote.
