We got a two-year-old rescue dog last week and she shies away from me like I'm going to hit her.
I'm starting to get a complex.

Offering lots of small treats helps. Little bite-sized bits of carrot and apple, they are good for her, and cheap.
Just walk up and offer a treat sometimes like it's nothing. Don't talk much or pet her, it's just something you do. Let her take it from your fingers. After a couple of days she won't flinch when you approach.
I had a cat from a shelter who was mean as hell for the first few months. I agree w/ Anonymous - treats to the dog, don't try to pet him / her for a while; let the dog get comfy on his / her own terms.

I tried to give her a pretzel stick and the ears went back and she turned away.
