The Authority is concerned about the appearance of a conflict of interest in Tamaro and Parsons Brinckerhoff teaming up to a project in NY, yet Tamaro is holding that P-B's proposal for repairs to the tunnel are insufficient and that much more invasive and costly techniqiues be employed to eliminate the leaks. In addition, no one is informing Tamaro of the project's status.

If you want to keep an eye out for conflicts of interest, watch to see if the Authority approves a repair scheme much less rigorous than Tamaro's.
