Let's help make America great again by increasing taxes on an expanding and untapped demographic - people who don't make enough money to be required to pay federal income tax.
The concern that many reasonable people have is that when half the population pays no federal tax, there's no incentive - whatsoever - to reign in spending. After all, somebody else is paying the bill.

How so?
Is the percentage wrong? Or is it because everybody pays into sales and payroll taxes?
Bingo. It's easy to make the tax numbers jump through hoops when you only use one hoop and discard the rest.
