The adults are in charge

Fox News: "NYC mayor’s plan to stop shoplifting by putting ‘social service kiosks’ in stores annihilated by critics." 

I like the "intervention" for first-time offenders instead of prosecuting them.  It's essentially free reign to shoplift as much as you can, but just once.
