For the longest time, the People's Republic of Massachusetts had a standard test (the MCAS) that students were required to pass for high school graduation.  The concept was that kids who graduated in the Bay State were guaranteed a minimum education.  But then the teachers' unions convinced voters it was racist or something and the standard was removed.
