    Individual Mandate aka Public Option is a tax because it's a percentage of your adjusted gross income and is not voluntary. When the Government uses your tax return to determine how much money to take, it's a tax...
    When HR3200 calls it a excise tax.. it's a tax.
    What about the high income "surcharges"? 1%, 1.5% and 5.4% of your income, taken from your paycheck sounds and looks like a tax.
