The Saudis: Whose side are they on in the war on terror?

Here's the link to the Time cover story this week, which claims that the Saudis are cracking down on terror mostly because it's now happening in their own country. I found this line to be darkly humorous in the way it is plainly stated: "Sure, citizens were arrested from time to time and punished with floggings, amputations and beheadings, but usually for quiet crimes like drunkenness, theft and drug smuggling."
